Error creating new categorization rule

When I try to create a new rule as shown in the printout, I get the message:
"There is already an active rule with these criteria. Edit the existing rule or delete it before creating a new one."

Given the scenario, which I imagine to be a bug, since none of the 12 existing rules address the criteria defined in the attached printout.

I suggest adding a "rule name" field to the registration form so that it is also displayed in this error message (or adding a link to the existing rule found...).
